Notice of Intent (NOI)

Light industries covered under the State of California General Permit for Industrial Storm Water Dischargers are required to file an NOI with the State Water Board to indicate intention to comply with provisions of the General Permit. Provisions include developing a plan (see SWPPP) that identifies and assesses sources/activities of potential pollutants, identifies and implements site specific Best Management Practices (BMP), and implement a storm water monitoring program to evaluate the effectiveness of the BMPs.

NEST prepares the NOI and the facility/site map that needs to accompany the NOI. Our maps are prepared on a computer to make it easier to change the map when changes are made at the facility.

Storm Water Pollution Prevention Plan (SWPPP)

Covered businesses are required to prepare a site specific SWPPP that identifies and assesses sources/activities of potential pollutants, identifies and implements site specific Best Management Practices (BMP) to reduce or eliminate potential pollutants from discharging with storm water runoff. The most effective practices are ones that capture the potential pollutants at their sources rather than let them run with storm water across the facility.

NEST prepares the site specific SWPPP and BMPs and packages the plan in a 3-ring binder along with the Storm Water Monitoring Plan and provides separate tabs for facility maps, sample forms, and monitoring records. We update the SWPPP when related changes occur at the facility.

Storm Water Monitoring and Reporting Plan(MRP)

Covered businesses are required to prepare and implement a storm water monitoring program to evaluate the effectiveness of the BMPs implemented at their facility to reduce or eliminate pollutants in their storm water runoff.

The NEST monitoring program provides each business with a written Storm Water Monitoring Plan in a 3-ring binder (along with the SWPPP), user friendly, site specific forms, quarterly and monthly, to record visual observations of non-storm water and storm water discharges, a map indicating the discharge locations, the site specific annual comprehensive site compliance evaluation (ACSCE) form, storm water sampling kits with user instructions and training, and a certified laboratory to perform analysis. An understandable interpretation of the laboratory's report and recommendations are prepared and sent within a few weeks to every client that samples. NEST maintains a set of monitoring records for its clients in case their on-site set becomes unavailable.

Notice of Termination (NOT)

Permitted businesses that are later sold, closed or moved to another address are required to file an NOT to remove their name from the State and Regional Water Board's list of responsible persons.

NEST prepares the NOT and the required Annual Report with attachments for your review, signature, and mailing to the Regional Water Board.

Annual Report (AR)

Permitted businesses are required to submit an Annual Report with various attachments of their entire monitoring program by July 1, each year.

NEST provides printed instructions to its clients on how to complete the Annual Report every year, including instructions on how to download the Report from the Internet. We also provide telephone consultations, or will complete the AR with attachments for our clients's review and signature.
